Rundingan Baling: Di Belakang Tabir - Bahagian xv

Selepas memaklum kepada jemaah menteri semasa mesyuarat kabinet pada 25 Oktober 1955, topik rundingan di antara Tunku dengan Chin Peng dibawa ke Cabinet Colonial Policy Committee yang dipengerusikan oleh Anthony Eden, PM pada 28 Oktober 1955. Lain-lain anggota ini ialah Lennox-Boyd, Salisbury (Lord President), Crookshak (Lord Privy Seal), Selwyn Lloyd (Secretary of State for Defence) and Reading (Secretary of State for Foreign Office) (CAB 134/1201, CA 2(55)1, 28 Oct 1955).

Apa yang dibancangkan lebih kurang sama saje yang dibincang semasa mesyuarat Kabinet tersebut. After all, para hadirin juga orang yang sama. Tapi Lennox-Boyd menegaskan yang dia tidak bersetuju dengan cadangan MacGillivray  supaya gomen Inggeris mengumumkan secara terbuka bahawa "...they no longer regarded the shooting war as an obstacle on the road to self-government for Malaya."  Alasannya ialah pengumum tersebut berkemungkinan mengelirukan rakyat. Sebalikanya dia mencadangkan supaya MacGillivray memberi taklimat kepada Tunku bahawa Lennox-Boyd berpesan "...although the shooting war was not yet at an end, internal security conditions in Malaya had improvised to such a degree that the United Kingdom Government no longer regarded them as an obstacle to further progress on the road to self-government." Dalam kata mudah, tak payah le tunggu darurat tamat untuk mendapat kemerdekaan. Pandai bebeno Mat Saleh buat u-turn...he...he...he.

Apa pula pandangan Eden (kiri)? Dia bimbang Tunku akan menganggap cadangan Lennox-Boyd sebagai "...a commitment on the part of the United Kingdom Government to make progress towards self-government for Malaya, whatever the outcome of the Chief Minister's talks with the Communist." Sebaliknya dia mencadangkan "... to use the possibility of progress towards self-government as a threat, by warning Abdul Rahman that if his meeting with the Communists led to any sort of compromise prejudicial to our essential interest, there would be no hope of further progress towards self-government?" Main kasar betul Eden ini sampai nak menggugut Tunku...eh...eh...eh.

Depa pun bincang panjang lebar mengenai cadangan Eden ini. Akhirnya mereka bersetuju supaya "...take a less threatening form." Bagaimana? Suruh MacGillivary beritahu Tunku bahawa sekiranya Tunku memandai buat keputusan yang berakhir dengan keadaan keselamatan terancam, ia akan membantut proses self-government. Lennox-Boyd kata kita beri arahan kepada MacGillivray lebih-kurang berbunyi:

"In briefing Abdul Rahman, you (the High Commissioner) might say, for his own information, that if in the course of his explanations he does not compromise on any of the points to which we attach importance, we would, ever though the shooting war has net yet ended, be prepared to consider whether internal security conditions have not improved to such a degree that we no longer regard them as an obstacle to further progress on the road to self-government." Hebat bebeno bahasa diplomatik ni...he...he...he.

Semua ahli jawatankuas setuju dengan arahan ini dan mengarahkan Lennox-Boyd menghantar arahan ini kepada MacGillivray secepat mungkin. Juga mengarah  Crookshak memaklumkan maklumat sulit ini kepada kerajaan Australia dan New Zealand.
