JPA...Implementasikan Kontrak

Ini sambungan kepada coretan bertajuk "Kacang Lupakan Kulit". Saya telah meluahkan kekecewaan melalui ruangan 'Forum' Utusan Malaysia yang disiarkan pada 6 Mei 2010...


Pada hari yang sama, Bos JPA, Tan Sri Ismail Adam, memaklumkan bahawa berkuat kuasa serta merta, semua graduan tajaan JPA di luar negara tidak lagi boleh menangguh untuk kembali ke Malaysia walau apa alasan sekalipun. Ini masalah lain. 


Tan Sri...Paling tidak pun, kumpulan tersebut masih bersedia untuk kembali ke negara tercinta ini. Apakah tindakan anda untuk menangani masalah pengaliran graduan dari IPTA kita ke negara jiran?

Saya difahamkan ada satu lagi kategori yang semangat patriotisme dipertikaikan. Terdapat doktor yang dihantar ke luar negara untuk mengikuti pengajian ke peringkat kepakaran dan sub-kepakaran. Setelah tamat pengajian, mereka enggan kembali ke tanah air. Gelap mata mereka melihat English Pound/US$. Mungkin anggapan mereka...pedulikan apa...nak kata...katalah, janji hidup aku mewah! 

Seorang kenalan mempunyai anak yang sekarang menetap di Australia. Si anak ditaja oleh JPA untuk pengajian perubatan di sana. Setelah lulus, beliau enggan pulang ke Malaysia dan mungkin sekarang sudah bertukar kerakyatan. Doktor ini sekarang seorang pakar bedah. Tanpa berselindung, terus terang saya menyatakan sepatutnya Kerajaan mengambil tindakan terhadap mereka berdua (bapa adalah penjamin)...dikenakan bayaran seperti yang termaktub dalam kontrak. Beliau hanya diam sahaja.

Apakah agaknya  pengertian "AMANAH" kepada mereka?

Tuan,

Untuk makluman, JPA sekarang mmg sedang giat untuk menawarkan graduan tajaan JPA perjawatan dalam perkidmatan awam. termasuklah graduan2 dari luar negara.

Namun, ada beberapa rungutan dari kebanyakan rakan saya, iaitu, ramai dikalangan graduan tersebut adalah dari bidang sains dan kejuruteraan. Dan JPA menawarkan jawatan sebagai pegawai tadbr dan diplomatik dan mereka tidak boleh menolak jawatan ini walaupun mereka lebih berminat dengan kerjaya yang lebih berkaitan dengan bidang mereka iaitu penyelidikan, kejuruteraan dan lain-lain bidang teknikal.

Ini sedikit merugikan kerana mereka ini yang mempunyai kepakaran mereka tertentu khususnya pelajar kejuruteraan dari luar negara tidak dapat menggunakan kepakaran dan pengetahuan mereka untuk pembanggunan dalam negara.

Graduan2 berlatar belakang sains, teknikal dan kejuruteraan ini sepatutnya diberikan jawatan dalam perkhidmatan sains, penyelidikan, kejuruteraan ataupun sebagai tenaga pengajar...bukannya membazir kepakaran mereka dalam bidang pentadbiran sahaja.

Seolah-olah JPA tidak mengambil kira bidang-bidang lain yang juga mempunyai kepentingan tersendiri dalam pembangunan negara iaitu R & D. Hanya negara yang benar-benar ingin maju, memandang berat tentang bertapa pentingnya modal insan yang berpengetahuan tinggi untuk tujusn R & D...khususnya penyelidikan dalam pertahanan yang ketinggalan jauh dari negara2 jiran..

Ramai saintis2 yang berasal dari Malaysia dan menerima pendidikan di sini lebih suka untuk membuat kerja penyelidikan di negara luar, berbanding dengan [ulang ke tanah air untuk membangunkan teknologi pelbagai bidang di sini. Kenapa?? kerana kerajaan kurang tumpukan kepada bidang penyelidikan...dan prospek dalam R & D memang agak menyedihkan di negara kita

What being said by Bakal Graduan IPTA should be seconded.

It is not easy to find a job which related to what they have graduated in, namely those so-called infamous courses like town planning, general management and whatnot. This couple with 1001 new courses offered by IPTA/IPTS which sometime I feel not relevant to the industries at all.

The perception is when they are sponsored by JPA, a relevant job will be waiting after their graduation in which currently JPA is unable to do that except those admin position that resulted they "cabut". Do we need to correct this perception?

Secondly, applying a scholarship on certain courses shows that the student is really interested in the said field. They might not happy if they cannot pursue the area upon returning to Malaysia. As a result, they "cabut".

I did signed a scholarship contract during my tenure in Sintok but seems that JPA has breached it by not providing not even a related job in IT but any other job. Only after 6 years, I was asked to report duty in PM Dept with salary far far below from what I have earned. Lucky they released me after so many discussion being held and documentations/evidence being presented.

Back to your posting, I would suggest JPA to review the terms and conditions of said contract of scholarship especially on breach of contract section so that they would not leave with pants down should the matter being challenged in court by the said student. This is due to the fact that there are so many loop holes in any Gomen's contract/agreement.

I would say they just prepare themselves for a rainy days.

GGK betul. Saya mempertikaikan sikap graduan perubatan. Walaubagaimana pun, sebentar tadi saya majukan komen Bakal Graduan IPTA dan Capt Kamal Sanusi kepada Tan Ismail Adam, bos JPA. Respons...macamlah anda masih tak faham!!

I do agree that the posting is about those medic student but we should look at the root cause of the issue in bigger picture by giving different example which speak the same topic that is "Why They Cabut".

I'm 1 of the university graduate who received the "wrong job" for my qualification. Well, for sure being a JPA scholar before during my varsity years, I really eager to serve for the government after my graduation. besides, my course is really related much to the government.

For all of your information, I studied nuclear science before. I applied for JPA scholarship because I have the faith that, I'll be placed at Malaysia Nuclear Agency or Atomic Energy Licensing Board after my graduation or at least, I'll easily get the post as physics science officer in any public hospital or tutor at any public university.

I joined ROTU during my varsity year and thought maybe it might be good to join in such activities so that in the future if I wanted to join in the armed forces' graduate officer scheme, i might get considered for Nuclear, Biology and Chemical Defence unit under Royal Engineers. I didn't put much hope for this, coz I know that the intake might not be easy, plus, every year, the intake of army graduate officer is not so much especially for Pegawai Tugas Ikthisas. Even the chance to get accepted into the NBC unit might not be possible as I thought, at least being in ROTU is a very great activities for me to gain a very precious experience to be a part of the armed forces even i was just a reservist.

After my graduation, I straight away filled in my SPA8i form and applied for the post as Pegawai Penyelidik and Pegawai Sains. Since then, I didn't get any letter for interview session for those post even there had been advertisement for the vacancy of pegwai penyelidik (sains nuklear), pegawai sains(nuklear) and Pegawai sains (fizik). That time i totally lost my hope for getting the post in public service in the post that suit my qualification. So, I thought of trying to seek any prospect in the private sector as radiation protection officer or industrial radiography technician first.

But then, in the early of this year, JPA sent me an offer leter to be a PTD (peg tadbir dan diplomatik). I was a bit shocked for getting the offer, coz I never applied for that post before. I can't decline the offer even i'm not interested with that. moreover, they r giving me the offer without me having to go thru the normal procedure like interview , assessment and special exam. But, why can't they do that for other post that I applied for???? Y must just for the post as PTD. but sure i can resign as PTD if i get offered any other post in the public service that I like. But then I got to apply for it on my own without any special assistance from JPA. So, I have to struggle as hard as other non-JPA scholars to get offered the post that i wanted in the public service. If they don't need my expertise, then y don't they just release me??? I can seek field experience in the private sector or GLC before return to the government. for sure all of my previous industrial experience can be a very valuable asset when I'm working in the public sector.

So, now I'm trapped in the boring job that's really unrelated to my own specialization and wasting my effort during university years in the administration field.

Most of them .. i mean the dog@the doctor..they are son@daughter of PTD officers..Majority of them..
so the pecah amanah Bapa dan emak dia orang ni masih di Putrajaya takkan dia orang nak ambil tindakan dengan anak dia orang..
Dulu saya punya perjanjian 7 tahun dimestikan berkhidmat dengan kerajaan tapi saya tak berkhidmat pun sebab course saya bukan critical courses macam Doctor..
kenapa tak saman doktor@dog sebab Mak Bapak dia orang duduk kerusi empuk kat Putrajaya..I dare JPA to take a proactive action ... nothing bet me

wohho....seems like thr had been a very bad impression on the PTD post..well yeah.they are the king and dictator in the civil service...biasalah, if stopped by police, for sure police also afraid of them and let them go..PTD..the so called expert in the government adminisration service, eveery field in the public service they wanna conquer..ththt's y techers angry when PTD wanna enter the state education dept....now PTD wanna conquer police force!!

so pity, tuan leftenan muda Peh kena paksa jadi PTD...

yea yea seems like PTD is hebat sangat laaa...

Saya tak berupaya untuk memberi ulasan. Betul kata orang dulu-dulu..banyak orang banyak ragam. Apa yang saya diberitahu, para graduan-graduan berebut-rebut untuk memasuki perkhidmatan PTD. Maklumlah, hanya golongan ini saja yang 'berkelayakan' untuk menjawat jawatan tertinggi dalam Kerajaan - KSN, dan dalam Kementerian - KSU. Golongan lain-lain - KP sahaja.

Memang kerjaya sebaga seorang PTD menjadi rebutan dan sedang hangat di "pasaran" di kalangan graduan2 mentah. semua berebut-rebut untuk mendapat jawatan PTD. kerana GAJI yang lumayan, KEDUDUKAN yang agak tinggi berbanding dengan jawatan skim lain bagi gred yang sama, dan cepat naik PANGKAT serta berpeluang untuk menjadi KSU dan KSN.

Mereka tidak pandang yang jawatan lain juga tidak kurang penting peranannya malah pengorbanan dan sumbangan juga tidak kurang pentingnya seperti guru, tentera, polis, pensyarah, pegawai sains, penyelidik, pegawai kesihatan, jurutera, pegawai ekonomi dan kewangan, pegawai pembangunan masyarakat dan sbgnya. Mereka inilah yang sebenarnya melaksanakan tugas dan jawatan2 ini lah yang perlu dibanyakkan lagi tempatnya untuk megerakkan lagi pembangunan dalam negara.

Pada hemat saya, tidak perlulah dibanyakkan kekosongan untuk golongan pentadbir, pembuat dasar dan perancang ini, cukuplah sekadar mereka ditempatkan di Kementerian dan sekiranya perlu di agensi pusat. Bak kata orang, "jangan banyak sangat perancangan"

Tidak usahlah dibuat sampai satu pengambilan sehingga 300-500 orang di mana setahun sehingga 3-4 kali pengambilan. Sampaikan graduan2 tajaan JPA dalam b idang teknikal dari dalam dan luar negara yang mempunyai kepakaran dan kebolehan tertentu yang lebih sesuai untuk ditempatkan ke jawatan lain juga dipaksa untuk menerima jawatan ini walaupun pada dasarnya mereka tidak berminat dan mungkin tiada kecenderunga dalam jawatan PTD ini. Kerja2 pentadbiran yang remeh temeh seperti fotokopi, menaip surat rasmi, menyusun dokumen dan mengurus fail pada pendapat saya, boleh sahaja diberi kepada pembantu tadbir atau pembantu am pejabat, tidak perlulah sehingga PTD yang kena buat semua itu.

Sorry if my comment would hurt someone or anybody.

As mentioned by 2Lt Peh Hoo Guan, people like to apply for PTD for reasons as mention by the latter.

This simply because they are unable to be competitive in other area namely private sectors.

Being in PTD would read as "kerja senang, gaji tinggi"

We can conclude that the other main factor why those doctors "cabut" is simply because of the JPA themself.

Not to say tht PTD gaji tinggi, kerja senang, but then, we need more PTD coz we have a lot of bureaucratic to deal with..and that's what PTD is for...but then, I think PTD busy with unnecessary task like what tuan Leftenan Peh said, photocopy, sorting files and etc.etc.

Creating more vacancy for the post of PTD seems like wasting our resource. not just money, but human resource and expertise...those who "kena kerah" as PTD like Lt. said, r actually from technical background but ended up have to be a PTD while their technical expertise supposedly very useful to be used in other critical field whether it's public, GLC or private sector.

Well, for Lt. Peh, for sure, it's a very sad thing that his Nuclear knowledge is wasted in the admin field.
